How to recreate with precision the effect of breathing Helium and sing?
Premise: I haven't Helium at home LOL...i mean recreating the effect in post production of course

Or more generally, this type of effect on voice

Pitch shifting or in some cases just speeding up the recording.

 

Why worry about precision? just go for any high voice fx that sound good. Be original

those vocals are not new trend ,they just got chipmunk-ed/got ''alvin sound fx'' treatment

as far as i remember i heard ''tiny vocals'' in 2008 with scooter song '' Nessaja '' the female vocals are pitched higher
and it was serious trance song with those vocals were meant to sound beautiful
and scooter does great job giving the song the mood it needs as intro or as main verse

mark oh did something similar with with almost natural female vocals with less helium fx with ''let this party never end''
and he did other songs with similar tunes with pitched female vocals placed exclusively as intros
and im sure there are other older songs i never heard them yet with similar style
but are now 2018 and guetta bringing the tiny vocals because alvin and smurfs are popular again

first i thought david guetta payed gargamel to kidnap one of the smurfs
and force him to sing but i read vassy in the title so yeah,her vocals was ''alvin-ed'' very smurfly

This is done with Melodyne + formants shift. Not too hard to re-create, just need a little patience and good ears
