Just wondering if anyone has some recommendations as to what are the best sounding drum & percussion sample CDs aimed for electronic music (techno, house, minimal, etc)?

So far I heard the Plasticlicks from D16 Group are a must have:

Wow, I must admit this one is a beast!

It's 69$ dollars, which is the price of some sample pack and this thing have so many of them there + endless possibility of tweaking your own, you can make huge amount of original stuff and always have place to make some more, it's beast

 

The only thing that holds me back is that it requires Reaktor. Is there anything similar out there as a VSTi for drum layering?

 

Yes, must agree, it works with full Reaktor, free player is out of option for this tool

Something else, well, from top of my head can't really say that there is something powerful like this one, but again if you are on Live guess some handy rack would do the job with macro controls, this guy should have something to offer

You can't go wrong with Plasticlicks !!!

Using the Drums as they are or mangling them with S-Layer too !
Great ways to make outstanding drums...
Both together are great and you'll have enough drumming for years !!!
