You can try this tool to disable Cortana too (and all the other spy crap). Very Similar to the one @MrAnonymous posted.

    Key features of the app:
    • - Delete "Diagnostics Tracking", "WAP Push Message" Services and Keylogger feature
    • - Disable domains for feedback
    • - Ban user specified unwanted domains
    • - Disable Unwanted scheduled tasks
    • - Remove unwanted Windows 10 Metro apps
    • - Disable AdvertisingID
    • - Disable websites to access your language list
    • - Disable speech, inking and typing knowing (disable Cortana)
    • - Disable web search in the search box
    • - Can add your own lines into the "hosts" file during the process
    • - Creates Restore Point to support rollback
    • - Free system resources like memory and CPU time; this makes notebooks to run a little more time on the battery power
    • - It's multilanguage: English, Chinese, German, Russian
    • - Language autoselection on the app startup

    Download

EDIT: even with that tool the process called Search or Cortana (depends on the system) is still running but I found a workaround to permanently disable Cortana.

1.- Open Task Manager and Right Click the Search/Cortana process and click on Open File Location.

2.- Now Rename the Cortana Folder to something like Microsoft.Windows.Cortana_cw5n1h2txyewyBCK (Note the BCK at the end)

3.- It will tell you that it's being used.

4.- Switch to the Task Manager again and end the task Search/Cortana. Immediately, just before it restarts, click on Try Again.

Your Default Cortana directory will be renamed and Cortana won't be able to start again.

    Hope it works.
