What is the law / restrictions here.? Lets take an example.. Flo Ridas whack new song called "My house" it is almost identical in chord and melody to Kalin & Miles "Trampoline.. And both songs are derived from "Lean on me"

Does anyone have to pay for using this or what way does it work? anyone know?

Depends on the label/artist.....IF they want to bring about a suit they can and most likely will. But a lot of times if a track is interpolated, the correct way,the producer doesn't have to worry about it.
