How to make drones and soundscapes like these in ableton or serum?

 

I don't answer exactly to your question and I don't know if you know it already but you should have a look to Native Instruments Evolve Mutations for Kontakt libraries.You will get a lot of these sounds.

Sometime, for spacey drones, I use a free 32-bit VST called Alien Space Weaver by HG Fortune as a starting point.

I've had this in my VST collections for what seems like ages. It doesn't come out of the box much but, every now and again, it's a quick way to get my ears in gear for some weird ambience.

Various granular tools + PaulXstretch + Absynth + Omnisphere + strings banks and samples + a real electric guitar

Down pitching and slowing can help a LOT too (see David Lynch techniques like downpitched and slowed (and sometimes reversed) guitars and strings) (David Lynch and Trent Reznor share many techniques and are very close minds in this musical territory + they have collaborated multiple times).
