i dropped a loop from deephouse boutique01,it peaks at 0.2.
i used the low cut at 30hz 24db and it has added 1.3 db. it now peaks at 1.1
    whats that all about?

Look into minimum phase and linear phase EQ/filters and their different changes of phase (and thus the increase of volume).

That's what a minimum-phase filter will do, even when you do a cut. It's just a consequence of altering the phase. You can use a linear-phase filter instead, which will not increase the peak levels, but it will instead introduce pre-ringing (which is especially noticeable below 100Hz or so).

Additionally, many filters exhibit a gain bump near cutoff, especially analog-modeled. Even without phase shift, removing frequency content alters time-domain energy. Sub-bass eats headroom, upper bass and mids can express more amplitude, which is basically increase in meter reading. This is why low cuts are often applied before compression, so you don't lose usable level

Phase shift due to minimum, analog, natural, IIR, intermediate phases. FIR can be minimum, analog, natural, intermediate phases too. Or its variances.
Linear phase can solve problem. Try to cut only below useful harmonics, it gives you preringing only at frequency you cut, it will be quiet. Don't use too sharp, don't use highest impulse quality/length etc. Medium or less, only when it starts to be effective.

Cutting below 30hz? If you want to reduce bass energy either cut a little higher or use a shelfing eq
