Probably a driver issue,try doing a clean uninstall of all drivers in safe mode then let windows install the drivers later ,do not download the drivers yourself .I had similar problems lately in my amd rig with nvidia gpu and it turned out it was the nvidia new app that caused the problems also i had problems in the past with overheating suddenly because of bad amd drivers.No problem with linux on the same maschine ,so for me it was faulty drivers.You could install linux on it and if you have oveheating problems againa then it is a harware problem
