So originally when I would run into the issue of kontakt libraries not finding their samples, I right click the folder and change the "read only" attribute and it immediately would fix it. Now for some reason, I am trying to do it and the folder never changes this attribute no matter how many times I try, so I cannot use the kontakt libraries.

I am wondering how much it may have to do with having downloaded them on a separate computer. The thing is though, it never gives me any type of permissions error, it proceeds as it normally would with giving the message that it is changing all of the child folders and files, but when it's done and I close the folder properties window, upon reopening "read only" is still checked off.

Hi. Try cmd line with admin privileges.
    To remove: attrib -r “C:\your folder\your file”
    To add: attrib +r...
It worked for me when I couldn’t change it somehow in Properties.

For some reason this also happens to me since quite a long time. Probably because some tweaking I do with Windows.

That's it. I suggest you to try it and if it works (it will) to mark @nmkeraj 's as best answer.
