Unfortunately due to restrictions in my country on doing business with India,I am unable to pay for courses that I want to take from a course provider in India.I remember there was a service provider that could provide virtual cards for it.If any one has used such a service before, kindly guide me here.

Why don't you write an email to the concerned vendor and ask how to pay for it as an Indian citizen.

I use Revolut and it's great, but it's not available in India yet, however, according to their website, it's coming soon.

That no one uses because then you do not know if it arrives, who stuffs his pockets and buyer protection.
If a company has no PayPal I do not buy there...Done.

Do you at least have a link to the Indian website...?

Maybe you might have better luck with a "Tutorial For Paying" request instead.
