The most important component that will help you with crackling audio and latency isn't even on your list mate: your audio card. Best thing to do there is get an external DAC rather than something that goes inside your computer since it's a very noisy environment. I believe we have some threads up for good audio cards and I think we have some building a computer for music production threads up as well so search. I'm sure other people will also post some recommendations here as well. You should also make mention of what kind of budget you're working with to help members tailor suggestions to that criteria.

    and...

    1) SSD (120 or 256 GB) for O.S.
    2) HDD (1 or 2 TB) for Software/Data
    3) External HD or DVD/BD writer for backup
    4) 27" monitor

...and a lot of money. *yes*

    P.S.
Don't forget the case -> Cooler Master.

I would spend less on a video card and get 24GB Ram and an SSD

Like Catalyst said, the most important part is the audiocard itself.
There are too much bad drivers, bad components on this side.

If you want to know better what is causing troubles in audio crackling domain, try DPC latency checker : very easy. You start it, and disable all your hardware until you find the culprit.
Most usual suspects are ethernet cards (integrated or not) and wifi cards (integrated or not). But it can be integrated soundcard...or shared video port (see your mobo manual to know it)
CPU charge is not always the culprit.

If you do audio only, reduce your videocard budget a little. Buy a SILENT case (very important) and silent CPU cooler with this money.
Mine is wispering, even at full load.

SSD for system is mandatory now. And an additionnal big drive for sample banks. External backup (NAS or simple USB3.0 with a good backup software). Screen ? I use a dual screen (got them almost for free). This is a cheaper solution than a single big one.

You need to take all those things in consideration. And more.
I know, it is a pain in the *ss (i always made my own configs for 20 years now).

About your laptop, try DPC latency first...we never know ;)

For noise consideration and optimal sequential read/write operation, 128GB SSD is cheap now!

PS my microphone can pick up an ant farting!!

To build an cabin for audio recording is much easier then to make everything silent.

    @ James Producer,

    1. The less Latency possible between your 'Audio Card', your 'PC' and your several (planned to use) 'Instruments' : the better... *yes*
That latency must include the 'Input' as well as the 'Output' processes. You should to get the total of both clearly stipulated either within your usual DAWs, or within the 'Audio Card' Application/Program provided with it (if available !). In case that you plan to use 'Asio4All' instead of an eventual dedicated 'Asio' Driver provided with your 'Audio Card', you'll find that result as well... *yes*

    2. The 'Memory Cache' of the CPU (L1) : your (desired) 'ASUS i7-4770 Processor' has 8M of Cache.

    3. The 'Memory Cache' of the Motherboard (L2) is ALSO very important ! *yes* Check this one among all the specifications of your desired 'Motherboard'.
