It sounds like a heavily distorted TB-303 style bass with the modulated resonant filter. I have the official stem of the bass if you wanna take a listen :

There are a lot of layers. I guess that there's a simple synth sub below a layer of stereo distorted TB-303s, and maybe another layer of a more percussive, distorted, and high-end heavy synth. All of that with reverb and a sidechain compressor at the end of your FX chain, you should get a similar result. Watch out for any phase cancelling issues between the layers.

 

Start with three layers: Divide the bass up into 1) (lowpassed supersaw) lows and 2) highpassed (and auto-wah'd -> distorted) mids and highs, with added ducking/SC compression.
3) You can also layer in some distorted percussion/kick to make the transients/attack/accents pop even more.

the answer is to step by step take it apart. without a ruler.

I'd rather steal it and see what I turn it into than spend your time taking it apart. I am trying to write concise instructions but doing this as I go to make them simple for you to understand. even though I will use logic. What synths are in FL now, that you know? The 3 OSC would be decent enough for this Reese thing. it is not a 303.
