Interesting. I've always been interested in keyswitch/articulation/mapper related tools.
Unfortunately every DAW has a different one, some haven't.
Live users are the luckiest ones with the powerful Max4Live tools to develop them.

You can't do a complete tool like this in VST(i) format because there're things that require random access to the MIDI data. For example, what's the current active articulation when you press play at a random timeline location. You've to look back.

We have an already old standard for accessing randomly to the audio, ARA. Much more complex task. And there's nothing about MIDI.
