Is there any place where its possible to get in contact with Hobby-Programmers for VST-PlugIns... I mean I read somewhere that its hard enough for new developers to find programmers who will be payed, so how can you find programmers for free, making free plugins or just discuss with you about your ideas?

    That's indeed a difficult field.
Difficult because users ask for universal platform compatible Plug-Ins!

One of the rare free Plug-Ins maker is German Axel Schneider:
    Code:
    http://www.axel-erfurt.de/WP/
Click on Plug-Ins tab to see his content.

There's also a French guy doing free Plug-Ins:
    Code:
    http://lepouplugins.blogspot.com/
    Good luck!

There are 100's of free VST's available to the (PC/Windows) community.

    Vstplanet.com - all free plugins
    Myvst.com - all free plugins
KVRaudio.com - a global portal but misses coverage of many small obscure plugins in the above 2.
    ...etc...

Whether or not the developers will collaborate on mashing up shared projects is unknown.
You'd have to contact and liaise with them one-by-one. An onorous task!

    I'm a wannabe VST programmer (C, C++).

If you want to start easy, I suggest you try one of the development platforms like the popular (and huge community supported) KV331 - SynthMaster, or Outsim - SynthMaker, Synthedit.
(search for these in KVRaudio or google)

You can create your individual VST with MaizeSampler: http://www.maizesoft.com/cms/?page_id=48
I did it and still have fun with my two self-made plugs.
    Programmer skills aren´t necessary.
