I'm in same country with someone else who has downloaded the app from playstore but the app is not showing up on my playstore and says app not available in your region

https://www.apkmirror.com/ usually has a copy of the APK

 

get a vpn or download the apk from a site that isn't the play store.

As safe or unsafe as any other piece of downloaded software. Google Play Protect also scans the apps you download from other places. If the app doesn't need internet access to work, revoke access / don't grant access in the first place.

apkmirror has been around since 2001 - I don't think they've ever knowingly hosted malware. I use apkmirror and F-Droid plenty.

You can also check other big name stores, like Amazon's app store. They might have what you're looking for.
