    SOLVED.. I THINK.

so i deleted the key ''BootExecute'' which contained some garbled looking text trying to re enable auto chksk. now i have a computer that won'tboot past the windows logo! :( does anyone know how to fix this key? i can get into safe mode if this helps.

    HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Session Manager\BootExecute

You should check out Windows PE. you can run windows on your computer without your os and still get internet and a lot of resources.
I use WinPE 10-8 Sergei Strelec (x86/x64/Native x86) I don't if it will help you in this moment but it's good to have.
For Xp there is Win PE XP|7|8|8.1|10 x32&x64 (Native) (EFI) by Xemom1 08.04.16.
you might be able to boot win pe xp and copy that file to your os.
