Are TODD AO the best IR impulses for film scoring?

yes. and westlake room for banging percussion.(adjusting the ER level will push/pull your percussion to taste). Add PCM Random hall for the tail verb and good to go. Instant Horner sound LOL

First of all, IR stands for "Impulse Response", so it's a bit repetitive to call it IR impulse. IR sample is a better way of saying it.
Second, reverb is completely subjective, and what is best for one person on a particular project may be undesireable for someone else. It all depends on personal taste, and there is no universal "best" source for impulse responses. Personally, I prefer the Filmorchester studio 2 IR samples over Todd AO, as well as Telldex on one occasion. One suggestion I'd make is to go easy on the reverb, as two much can be detrimental towards the realism of the score.
