    There is no "loudest limiter'. There are several ways to achieve loudness. Limiting is just one way. Maybe therein lies to problem for OP.

    Synth1. It's free. ReFX Vanguard, Superwave P8, etc Korg MS2000/MS200r As pipotron3000 said above, the problem might be on the user end of things.
