you didn't really specify which functionality of Audio Hijack you want, there's no direct alternative on Windows, but I think some of VB-Audio...
your problem is, ASIO4ALL is a bridge for Windows audio engine, and Windows audio engine doesn't accept different samplerates, so once you jump...
because actual mastering business isn't cool, and many of those engineers have been doing successfully for years, nowadays you can pick whatever...
