Update for everyone. Battery seems to be pissing of Kaspersky. It isn't outright blocking it, I only just noticed now, looking at report logs. but...
Unfortunately no luck. Removed the two db files from appdata. Battery is still slow to load. Will continue to troubleshoot this.
