I just rated new set of User presets and checked the prt_omn.index file in User tags, I don't see those presets in there. Which means Omnisphere does not store ratings for the User presets or it saves that somewhere else.

The Ratings feature in Omnisphere provides a familiar and convenient way of rating and organizing sounds in the library. You identify your favorites by applying Ratings to Multis, Patches, and Soundsources. You can also sort sounds in the Browser by Ratings, bringing your favorite sounds to the top of the Browser list.

You hit the nail on the head with your second guess: Omnisphere does store those ratings, it just doesn't save them inside the .index file you were looking at.

The prt_omn.index file (and similar index files) are primarily used for quick database mapping of categories, keywords, and tags to help the browser search efficiently. User ratings are treated a bit differently.

That is very uncharacteristic of most everyone's experience here. Either your host machine is very underpowered or possibly running some other resource hogging stuff under the hood that you may be unaware of... It is also entirely possible you grabbed the wrong version of O3. The R2R version is the one most everyone is running without issues. There was a version of O3 released a week or so before the R2R version came out that was completely riddled with problems.

As for the ratings, it depends. For the most part they will be preserved, however, some of the factory patches had some minor tweaks, such as changing a reverb effect to another reverb unit. This causes these patches to be "new" patches in Omnisphere 3, so if you had one of those patches saved in an Omnisphere Project, or you had a rating in them, then they will be reseted.

I discovered this because I took screenshots of all the patches I had saved and rated in O2, and from there I discovered this bad thing, so the updating from O2 to O3 is not as perfect as spectrasonics claims to be, because, if that wasn't enough, there are even more issues with O3 compared to O2

Ah yesss, I also noticed that too, for some reason Omnisphere 3 takes AGES to load when you change the directory to a user directory when you have many 3rd party libraries. In my case, it takes around 60 seconds to unfreeze when I choose a user directory in either the Soundsources or Patches browser. Crazy how O2 loaded these in a few seconds. (I have the same amount of 3rd party libraries when I moved from O2 to O3, so O3 is definitely the culprit, and its also the latest version available).
