Personal preference of course, Winaero Tweaker (link: https://winaerotweaker.com) is great but sometimes a bit fiddly unless you know it inside out.

I personally run O&O Shutup with default settings that disables telemetry etc bullshit as it's dead simple. Then disable Windows search indexing and install Everything. Then use Tweaker if anything further is needed.

Then Windows is usable, at least to me. Of course there's further software to install like a decent file manager, but that's beside the point here.
