   in reaper, whats the key command for drawing that line under the midi item where it brings you a menu where it says if you want to tilt the velocities, or how many times to loop them in a bar etc?

   As I understand your question you need to push <CTRL> to draw in the events lane. Try adding <SHIFT>
   
   You can find all your key bindings with <SHIFT+F1>
