I need help how to make this short synthwavish sound at 0:41

using only serum/vital

 

It is sounding like a couple of fairly simple saw wave layers, probably one lower octave and one higher, bit of nice reverb and chorus on it.

Have a look through the Serum wavetables and you'll probably get a pretty close match

 

Buy an analog behringer or two. Their price is bit more than most vsti): pro-1 (cheeeeap), k2 mkII (very cheap ms20 korg), ms-1 mkII (cheap roland sh1) model d (not expensive minimoog), cat (cheap), crave (very cheap), wasp deluxe (hybrid analog and digital, very very cheap), spice (not expensive), neutron (very good price), kobol expander (very cheap) and some others.

Vsti: u-he (diva, ace, bazille..), d16 lush 2, korg all, roland cloud all, togu audio line all, arturia v collection all, cherry audio all, xils-lab all, sonic projects op-x pro II, g-force all, softube synths all, memorymoon, me80, messiah, e-phonic invader2, waldorf microwave 1, T-C-M II free, waldorf blofeld vsti, waldorf streichfett vsti, admiral quality poly ana, moog vsti, vk-1 viking, xhun audio little one2+, full bucket music, ba-1 baby audio, NI reaktor with Monark expansion, NI fm7, NI fm8, nils kawai 1........

Dsp56300 are excellent code from hardware VA top synths, free plus ROMs.
And other VA vsti are fine for synthwave. Especially preset banks. Serum, serum 2 and tonepusher presets..sylenth1 v3, spire, novation, waldorf all, wolfgang palm all...
Tons of synthwave styles are kinda for such synths
