The best samples you can find are from the 90ssample cds you can find on archive.org/comfybox/torrents. They have both good production value, tonnes of variety, and there are some really wild and unique sounds there. I don't know why anyone would buy modern sample packs.

 

There are a number of reasons to use new sample packs. The main reason is because of the sound quality. There have been significant advancements in audio interfaces' convertors. Regular prosumer grade inexpensive audio interfaces can compete in quality with some of the much more expensive ones from during the 90s. Actually, even with those of not even 10 years ago.

The better sample quality you start with, the more you can mangle them with processing before you end up with lo-fi sounds. (which I like anyway).

Many sample packs are still lots of one-shot drums, and others which are bread and butter staple sounds. Many are fx, such as sweeps, risers, etc for transitions. Lots of people who do sample-based productions do not use melodic or other identifiable tonal samples.

New samples for the most part are delivered in 24 bit 44.1khz wav format. You aren't converting them from 16 bit up to 24 bit every sample you bring directly into a DAW session. Timestretching can be more audible with older samples.

You can easily make new samples sound old. It is more difficult to make old ones sound new.
