When you build settlements or issue building permits, you also have to ensure that people are protected from danger.

You then have to cut down trees to create a firebreak, i.e. keep a sufficient distance from any possible fire. Regularly hire companies to remove the dead wood so that the fire does not get any fuel. Create water reservoirs. This is not the first fire in California, I read that it has been the same disaster every year for I think 7 years.

Now it has hit the rich and maybe something will change now. If a population is not protected by the government, the people who live there have to help themselves to avoid losing their lives and property. It can't be due to a lack of money, but rather a failure of the state at the expense of the people who live there.

Depending on the level of precautions, firebreaks in forestry can be classified as follows:

Forest fire barriers:
Strips up to 300 m wide with fire-retardant vegetation

Forest fire protection strips:
Strips up to 30 m wide from which fire loads (dead wood, undergrowth) are continuously removed

Forest fire wound strips:
Strips that are kept free of combustible humus by regular plowing and harrowing, thus preventing the spread of ground fires. They are usually one meter wide.
