It's most likely cyrillic letters (russian or similar) that don't show correctly because the file isn't saved as Unicode file on a machine
that has a cyrillic language installed. I used to have a virtual machine with a russian Windows XP to read/translate them from there
with Google translator.

Later I found a german site that translates those characters into cyrillic letters which you can then translate correctly:

I used to translate russian GUI's of programs back in the days to be able to use some tools from russian coders
that weren't available in my language. That's how I got there.
