I found an app called "Bright VPN".
Does anyone use it? What is the reputation like?

    Free?
    Proton VPN.
I've been using it for quite a while now and it's solid. The free version dictates where you're "located," but you can switch every minute and a half if you need to be outside a country, and about every five or six switches it makes you wait twenty minutes before you can switch again. The free locations are mainly in the US, Romania, the Netherlands, Japan, and Poland.
Not saying there aren't other VPNs out there, but I've had to haggle with more than a few other free VPNs to get them to perform properly; Proton is streamlined and solid.

You're pretty confused here and conflating things.

Now, I would not recommend using Chrome either, but it's still safe if you don't go about installing unsafe extensions and keep your wits about you and don't go around weird websites posting your information.

A VPN is a VPN and while they can monitor endpoint traffic it doesn't mean they got access to your personal details unless you give it to them. I'm not aware that standard TLS encryption on web traffic has been broken or that the VPN protocols themselves (OpenVPN and Wireguard) are compromised.

For simple standard (non-torrent or other heavy traffic) web stuff the free ProtonVPN is still safe*.

*) ProtonMail, not VPN, has given out metadata on one occasion because of law enforcement, but even they don't have access to the encrypted content of the emails, but that's entirely unrelated.
