This afternoon I started hearing a low rumbly noise. It took me a while to pin it down because is seemed to come from all directions but now I'm certain that the people above me have a pa (a micc'd up female vocalist at least), electric guitar and what sounds like a drum set.

Its now almost 1am and they are still going. I really want to go up there and knock on their door or something but I don't know what to say.

How to do I politely ask them if they are starting a band, and if I can join?

Seriously though what do? Trying to think of a funny note to leave under their door.

 

Putting thought into your approach puts you above most neighbors already, haha.

 

Don't say anything for this time if you can tolerate it. If it happens again, then talk with them and define together (if you don't have an already written rule) in which hours they can or cannot make loud noises

 

Tell them their snare sucks

God bless you. In this case, there is nothing you can do because someone who uses these tools is most likely also using drugs, and falling in with these kinds of people will seriously threaten your life.
I can think of 2 methods.
Hire someone to steal these tools when they are not at home, later you can sell these tools and pay the people you hired and also save some money for yourself, or try to rent another house. Of course, informing the police is not a bad thing, but there is a possibility of shooting, and if your neighbors find out that you informed the police, your life might be in danger.
You are in a really bad situation.

 

Easy solution: find out about the hours that allowed to make noise according to the law of your country (e.g. from 8am to 10pm).

If they don't stop and make your life miserable, communicate that to the police so they go tell them. I don't know what country you are in, but in main Europe countries there are laws for that.

 

Then tell them you can bring your own.

Seriously, I would just politely drop in and ask if I could talk with them, and maybe bring coffee and biscuits. <-- this may be a bit too old school Maybe dress up, use your best Sunday dress and a blonde wig, then tell them "Well heeeelllooooo, pumpkin pies... (smacking lips)" in a really creeepy way. You won't see or hear them again, almost guaranteed. But you never know these days...

Maybe today was just a once in a while party, but if they make a habit of keeping you from sleeping,
you should talk with them, and maybe talk again - in a friendly way.

 

All I godda do is make one phone call and this little problem of your's will all be in the past...but you will owe me, yes, you will.
