You can use all-pass filters in ReaEQ and move the waveform manually.

Are you trying to learn how to do everything with only DAW Stock tools? If you already have a 3rd party plugin that does what you want, i'm just curious. Although if it is a question just more about not using Waves anymore, you should test out the Voxengo PHA-979. Although technically it has a relatively steep price at $70 also.

I seen the "all pass" filter in reaeq. Should i keep it a flat line and move the waveform a few ms?

as soon i change anything on reaeq while all pass filter is selected they become other selections like high pass filter etc

If it's a static shift (as in, one source recorded by two mics at a different distance or orientation) - just move one of the files by hand until they align. Reaper's zoom allows you to be sample-accurate.
If it's a dynamic shift - good luck LOL

    maybe the
MeldaProduction MAutoAlign has a free version, I dont remember, check it

Voengo is pretty decent, anyhow for me the best are the Waves inPhase and The Little Labs IBP Phase Alignment Tool, which is available only with UAD hardware

I know you want something inside the daw, but I have been trying many plugins for phase alinement and FOR ME the best solution/scheme is
Little Labs IBP (which is a miracle) + PsyScope (to monitor visually the waveforms) + your ears

my advice is to build something similar to my scheme

If you're looking for a Wave alternative and not just a stock equivalent in Reaper, you have the SSL Native X-Phase, which got the same possibility as this Wave (probably with a better GUI and a some additional options)

It depends... But generally, I start by zooming and aligning the waveforms before starting to play with the all-pass filters.

I don't know why it does that... I don't have access to my DAW at the moment but maybe take a look at this video which explains how to create phaser effects from ReaEQ's all pass filters . It might help to see a guy playing with all-pass filters.
