    I'd call that a G(-funk)-whistle.

    Take a saw, make it glide fairly slowly, add a highpass. Add a bit of vibrato. Keytracking and resonance to the highpass to taste. Maybe some movement for the highpass from an envelope.

    It's reminiscent of the ARP2600 but it is fatter, so it could be a Minimoog because of the way the portameno sounds as it is played.
