It's not advanced notation, it's math.

The duole (with the 2 above) divides those two 1/4th by 1.5. (2/4)/1.5 = 1/3. This fills up the first of the three quarters.

The other two quarters of this beat are created via the quintole (with the 5 above). It multiplies all of the remaining four 1/8th with 0.4 so that another one of those 1/8th fits in. (4/8)*0.4 = 1/5. And 5 of them fill up this quintole.

I agree with you, so I tried to revert to a understandable title.
What was the original title if you remember'?

One could argue, it is never the notes that make up any time signature. The time signature is independent of the notes. If you have a certain time signature you group the notes according to that signature into the different bars. So the time signature will define how many notes of a given length will make up a bar. In case of 3/4 it is three quarter notes. You can write the same notes using a different time signature and the content of the bars would change but the notes or even more precise the note length, would stay the same. You might have to change the way you write certain notes to divide them between the different bars, still the initial length and position of the notes wouldn't change. If you played it back the accentuation of the notes would change as you are supposed to accentuate different beats within different time signatures.
