What's your host OS? Virtualbox is free, does HW virtualization, USB passthrough works fine. I've heard mixed reports about GPU passthrough though. Not as powerful as a dedicated hypervisor (like Xen or a purpose built Linux KVM setup), but fast enough work most stuff.

For running Win7 the fastest option is the free VMware Player, but you have to work around creating the VM elsewhere. HyperV (Windows 7,10,11 has to be Pro/Enterprise, or Windows Server) is Microsoft's solution, but it's fiddly as hell to manage and it's really designed for corporate environments.

Start with VirtualBox and take it from there.

I like Proxmox most, it's a free hypervisor operating system based on Linux with web interface,
it can run all sorts of Windows versions, it can even emulate TPM and processors to meet Windows 11 requirements,
it can also run all sorts of recent MacOS versions

Proxmox is great that's for sure. But it requires some dedication, and a separate machine for the task. It's really for running multiple persistent machines. I've got 3x Linux VMs, one of which runs containers.

For running just Win7 I'm assuming it's waaay overkill here though, and apologies to OP, it might be too hard to begin with.

Do you want to run Windows 7 on a different host system as a virtual machine? Would it be on another Windows, Linux, or Mac? What do you need it for? Depending on what you want to do with it, it might not be a good idea to run it virtually in the first place. You might want to go into some more detail.

You could try to install IE6. On the German site chip.de you find one, but it would be the German version, I guess. https://www.chip.de/downloads/c1_downloads_auswahl_22543735.html

Ah, I see, Edge overrides everything, but maybe IE11 could help ? The error says IE6 or later.

The recommended Virtual Box would be my choice, too. Though it can be a bit confusing how to install the "guest additions".
It may sound weird, but IMO the best way to run an old OS is to run it on an old Computer :guru:
