I'm leaning more towards bagpipes. Maybe it's the title of the first track, i just happen to associate shepherds more with bagpipes than anything else that could sound similar, but it could be unrelated.

Still, sounds like bagpipes to me.

Now hearing both instruments the second video sounds like a layer of bagpipes and zurna, could it be?

 

Yes, in the 1st video at 1:04 sounds like a "violin" da gamba

 

I agree, no doubt its violin.

 

In the first track it (24-45) is a type of bagpipe or mezoued with heavy reverb on zurna of whatever flavor played polyphonically. The second (1:04-1:20) it is bowed string with polyphony. Both sounds like sampler playback.

It's in the second track it is both a zurna and bowed strings layered on the first and second marks. Some of the squelch and speed on attacks just doesn't happen on violin and some of slipperiness of timber doesn't happen on a horn. Still sounds like a sampler.

The strings could be a Kamanche which is an older eastern precursor of the modern violin. However I doubt it, probably just presets on a romper keyboard.

Use your own ears and feel it out. I think you've been pointed in the correct direction by everyone here.
