Though slightly dated by now, my go-to 80's acoustic drumkit is Abbey Road 80's Drummer by Native Instruments. It has a gated reverb you can set to your liking.

Since the 80's was a time of multiple innovations in electronic as well acoustic drums and sound in general you'll have to be more specific as to what type of track these toms you're looking for are supposed to fit into. That important piece of information still has not been specified. If you're looking for a 80's weekly tv series, single head type studio sound have a look at the toontracks studio SDX's. None of the toontracks SDX's (or EZX's for that matter) have 'verb printed on the samples and if there is 'verb coming thru it can be turned off in the interface. If you're looking for new wave, glam rock, etc, there's probably toontrack library for that as well EZX or SDX. If you're looking for fusion, art rock, or ska check out toontrack's hitmaker lib. All of Toontracks stuff is multi-sampled REAL DRUMS (unless specified otherwise) as opposed to modeled drum synths. IMO, the modeled stuff is good but not quite up to the level of real sampled drums. The modeled apps can give a variety of different setups, head configurations, articulations, drum types, which may be of interest.

The Toontrack Hitmaker SDX is really good. Better than I expected. It's produced by Hugh Padgham and he literally is the guy that invented that sound. Full expansion has both acoustic and electronic sounds.

Try That Sound 1985 Drums Deluxe as well as That Sound Icons Nir Z and Jeff Juliano Deluxe. Might be exactly what you are looking for.

Also as emax2 suggested, Analogue Drums are nice. Especially Gorilla, for the sound your looking for.
