Well, if it's an assignment you got you probably need to follow a specific procedure. If not, it's always a good idea to start by making everything on piano first, then distribute everything on whichever and as many instruments as you need, you can fill a lot of those from a ridiculously simple piano piece if needed (that's orchestration for ya). If you need to fill all of those one by one out of thin air then...yikes.

edit: i realize this is kind of a vague answer, but it's a really complicated topic with lots of variables, i ment this as a starting point if you need to do that right now.

    With a Sharpie(TM) of course.

On a more serious note(sic) if this is an actual assignment.

    Bb Major: Bb,C,D,Eb,F,G,A

Dominant Key (F) Subdominant (Eb) Relative (Gm) Parallel (Bbm)

Create as simple a melody or run as you like within those constraints.

Wait, are you talking about which notes to put in, or how to "draw" them in a way that looks elegant?

I meant which notes to put where, like Beethoven or other composers did so.

    How have they composed?
How were they making complex interactions between different instruments?
How were their used instruments in a composition talking sensibly for themselves independently, along with making a good cohesive combination as a whole?

    ...and all that.

I suggest the Hans Zimmer method where you hire someone to do it all for you.

Aight, i'll give it a go. I guess this is roughly how you can expect things to go (i'm no expert, this is probably not the best way to go, but it works to a decent level):

1-Create a piece with a melody, harmony and bass lines (could be as simple as a melody, a three-note chord and a lower octave duplicate of the fundamental of that chord). Making this on piano will keep things simple because it has a very wide register, it's polyphonic, and it's one instrument so you can do all these three things without overloading your brain with all the instruments (though it may be a good idea to keep in mind what kind of sound you want beforehand so you can crate for example a melody for violin that can actually be played on violin)
2-Distribute each line into different instruments. Which instruments will depend on context and goal, what other instruments are present, the registry of the piece, articulations you may have in mind, your personal preference, etc.
3-Derivate more parts from the existing lines and give that to other instruments. For example if your harmony line is being played by woodwinds, you can (maybe, if it serves the purpose) put some horns in there, either doing the same or some of the notes, extending it, doing some rythmic subdivisions to give a different feel. This is where you can distribute your piece into a lot of instruments, but keep in mind that some instruments are better than others for some tasks, and they also fit better or worse with other instruments, so again, context and goal.
4-Make some ornaments. The extra stuff that doesn't really belong to the main three lines but it's good for adding some texture, drive, emotional impact, just all that stuff that can turn a piece of shit into a piece of shit with glitter on it. (You can squeeze in quite a few instruments here too)

So in short: Make the main stuff, then come up with more stuff derived from the main stuff untill you have what you need.

To really know how to do all that, what instruments to use, what articulations, how to distribute everything, how to craft pieces that "work" for whatever you're doing, how to actually write them on sheets, is an entire pandora's box. You're looking into composition, orchestration, counterpoint and who knows what else. If you want to know how a specific person did it then i'm sure they had their own special way to do things as well. Like i said, it's kind of a big topic.

Yes, i'm watching that Udemy thing on the sister site, don't laugh.

Just sell your soul to the devil like all the great artists did.. Beethoven, included. Then all of this will be second nature.
