Sounds just like a tempo/time stretch FX without pitch correction. Your DAW should be able to do this with the audio file.
One of the many FX which can do this https://sonosaurus.com/paulxstretch/

I think it is the opposite approach. The Vocal is transposed/processed Downward in Semitones, while the music behind it has switched from normal tempo to a half-time version. My guess is because the vocal is very clean and I would expect more damage/artifacts if it was all simply slowed down like a record on a turntable (but using a sample).

Just transpose and let stretch/tempo follow the transpose. Like you play a sample/snippet of the track on lower keys (in any sampler).

It's just a clip of the previous part played back at 0.6666 of the BPM with no pitch preservation.
I just verified by doing it in Reaper

Sounds like Chopped & Screwed a technique which was invented by DJ Screw in the early 90's.

The screwed technique involves slowing the tempo of a song down to 60 and 70 quarter-note beats per Minute and applying techniques such as skipping beats, record scratching, stop-time and affecting portions of the original composition to create a "chopped-up" version of the song.

This probably depends on the algo too but if you try stretching the last normal part you'll find out that it works.
