Should be able to do it under "Personalization", but I'm on 10, so not sure.

No, you can't do it under personalization, it's a win32 issue that goes back to Windows 7

    Open your registry, go to:
    HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics

On the right side, there should be a key called:
    PaddedBorderWidth

Double click to edit it, and replace the current value by a zero:
    0

    Log off or reboot.
Now, because your windows should have a border of 1 pixel, the window top height should automatically be smaller.

    Ps.
1- There exists a small app, (Google it...) that will change it for you, without having to mess with the registry.
2- there are some registry keys to further reduce the text size of the top border/ window , as well as the padding (space around the text, like a margin). By reducing those values, the top window border should adapt itself to the smaller text size and text margin, and should become even smaller.

Hope this helps. I had a similar problem, on win 8.1
    ;)

They're windows basic aero style, and I can't figure out if windows is the culprit or pro tools itself, I used to use windowblinds to skin it back in windows 10, which would lead me to believe it's a windows thing

If you don't feel like tinkering, you can easily get Aero Lite with the help of Winaero Tweaker. Here's how it works on Windows 8.1, Windows 10 and Windows 11: Launch the free program and switch to "Aero Lite" under "Appearance" in the tweaking/settings sections on the left. On the right, select "Enable Aero Lite (default)." To restore the original appearance, use another button in Winaero Tweaker called "Set Windows default theme".

If you no longer like the new design ...
... you can go back to the old look: Right-click on a free desktop space and select "Customize" to open the Windows window for appearance modifications. Click on the tile of one of the OS-supplied designs. If you are a Windows 8.1 user and only want to get rid of the taskbar transparency, we recommend the slim tool Opaque Taskbar as an alternative to Aero Lite. All you have to do here is click a button.
