Samplepack? There is like a million impacts out there... layer those, if you are looking for a specific sound. Native instruments Rise & Hit is also a good one. There are some others out there as well.

    Gothic Instruments Sculptor Live Impacts,
I'm not telling you to buy it, but observe what it does and how it does

Depends on what kind of impact you are looking for. You could just run a simple kick through a long reverb (almost all wet).

You could see the sound in X/Y axis, where X is time and Y is frequency. You could have a reversed noise (or filter-sweeped noise) sound that ramps up to the initial high-end transient. Then you could follow it up with a distorted kick layered with a pitch enveloped sine. Then fade it out with noise and some ringing/resonance.
There are many many ways to create an "impact". Just dissect and study how impact samples are made up. Then recreate/layer it yourself.
You can also just grab a portable recorder and go bang different objects (doors, metal containers, lockers, cases, sheets of metal, etc) and layer them together. Don't underestimate EQ/filters, saturation/distortion, compressors and reverb (not neccessarily in that order).
