How to make a "snare drum" sound like this?

    I would like to get the same sound of this snare drum (with vst instruments and vst fx plugins please).

    Steel snare. Shitty plastic'y heads (like found on toy drums). Throw-off/bypass the snare bed. Apply some plate reverb. Make it overly loud in the mix.

    Where can I find that steel snare? Any vsti recommendation? Maybe modo drum?

    Probably the easiest would be to use a real snare with wires (snares) off.
    Also, that snare sounds very damped so I would definitely dampen it to get that sound.

    Only few sample libs have such a sound included. I've heard it somewhere but I can't remember which one it was, sorry.

    It's all in the eq. Find a metal snare and bandpass filter it until it sounds like it was recorded through a telephone. It's not damped either, it's ringing like a mother, but probably gated along with the eq. If you use a damped snare you'll get "thunk" and not "bong". You need a lot of overtones in the sound. Toontrack has snares like that but you'll have to hunt through a lot. I'd try the Jazz EZX expansion first, and maybe the Roots EZX.

    Thanks a lot to all of you, after exploring tons of sample libraries I found it in the modo drum vsti (djentlemen kit), now I will use your fx advices.
