    In the case of Studio Woodwinds I had to register twice. First time Add Library didn´t "add" it not to Service Center not to tab.

    Simply that. First time with add library didn´t appear xml on Service Center. I tried a second time, because it´s not the first time with other libraries, and with the second try it was registered properly.
