    It's just a promo, for a few days PA will be selling via their store (and marketing it to their customers - and they can use their vouchers too).

    PA are starting to do various promo deals with other developers.

    Yes, it's a silly question, unless you just want to spend money to "get" something you already have. If you just want to spend some money, I can suggest some more useful things to do with it than get a second licence of something you already own.
