Sort of, maybe, technically, not a range function.

Correct, but it has an upward compression option in which Gyro is (also) interested.

I know how to use a compressor and what does a compressor.

For example with Elysia Mpressor ur Pro-C2 you can 'limit' the amount of gain reduction of some dBs.That's a different thing than using a smaller ratio, because you will end up with a stronger compression since your sound source goes over you threshold (given you may use a ratio of 8:1 instead of 3:1 for example) but will never exceed more than 5 dB of gain reduction, for example.

The Density mkII by Variety of Sound has that control. It's somewhat of an older plugin and is 32-bit only, but still works great!

Waves MV2 does that with "Low level" and "High level" settings. A.k.a. upward and downward compression

Fabfilter has this and Cubendos Stock Compressors.
Some have no clue what Range does.
Think it that way: You tell the Compressor "What ever you do, you only do it up to that range of dB, you do do not go further!"
That means of you set compression to range 12db, no matter how low you set thres and how high you set ratio, it will not make the signal lower than than those 12db. Range is very important especially in multiband compression on mastering stage. Alternatively you can automate thres and ratio to do exactly what to do on every single bar of your track. But that's quite time consuming.

i think most of compressor tuts are bout downward compression and dont even cover existence of upward compression

No doubt this is correct, but misses an important point, IMHO. If you set the threshold low and the range small enough, the top 'dynamic range' isn't compressed at all, it maintains its orignal dynamic behaviour which keeps a track lively, while at the same time rises the RMS if you peak gainstage.
