Err, it isn't a big improvement over AMD's stock cooler because AMD has just better stock coolers than Intel and the (slightly upgraded) classic 212 from CoolerMaster may offer a couple of degrees Celcius difference than the stock cooler and slightly less noise.
Now i saw your pcpartpicker list, whatever you do, don't buy a C series Corsair. Although Corsair has some great psus (their gold and platinum series are some of the best), that is not one of them, and the whole C series is known to be prone to failure.

As for the ssd, a 500gb ssd is fine for a C drive, but you will definitely need another one bigger for storage. And do yourself a favor and get a Samsung 970 EVO not the WD Blue. They 're priced almost the same. WD is cool for hard drives but for ssds, only their black series comes with a competitive price to performance ratio.

not a tech expert, but what i've learned from researching web is.. if you unsure, start with finding a good budget motherboard that you can start with beginner specs and can upgrade/replace parts up to pro specs later on.. like b450m steel hunter.. you can start with ryzen 3 / 8gb ram and slowly upgrade/replace parts up to ryzen 9 / 64gb ram... *just my opinion*
