maybe I'll sound stupid, but did you tried connect it to another USB port? (I'm mentioning this, because i had similar problem with my UR44, and I tried everything, after a week, i simply reconnected it to another port and it works like a charm also AMD setup )

 

If possible, try with a USB 2.0 port instead of 3.0.. Those Scarlett devices won't play well with anything other than usb2.

 

Did you sort the DPC count column first? You must first sort this column from high to low to get the drivers with the highest DPC count!! Just click twice on the DPC count column and investigate again...... I'm almost sure that your USB bus sucks.

 

And did you disable these items in the powerplan?

• USB settings > USB selective suspend : Disabled.
• PCI Express > Link State Power Management: Off.

Because I had the same troubles and sorted it out with replacing the USB ASMEDIA drivers from Microsoft with the ones from the manufacturer. itself. You could give it a try. I know that you are pulling your hair out this moment. Try, try, try is my advice. I'm a Microsoft Windows Instructor and Programmer for almost 15 years and know that these culprits can be tricky issues. But they can be solved by searching the Internet.
One serious culprit however as I stated before can be the "ndis.sys" network driver. Disable this driver in Autoruns, restart and see how your audio system reacts. Your system is build on AMD Ryzen motherboards. Try to limit your search on the Internet just for this CPU/MB. I have no more suggestions. Sorry....

 

I think there first step would be to determine if it's the OS or the program.
Easiest way try another DAW on your computer.
But hey what do I know, I have only been doing IT for 40 years.
So keep on struggling, I will be reading / watching.

I'd like to ask just one more thing, related to Cubase, so not so much off topic.

I can't make Cubase keep UI settings on opening a new project. I saved the "Empty" default project with lateral bar (inspector) enabled, and superior bar (info of the tracks etc) too. when I open this project again, I have to re-enable these settings again. I have this issue with saved projects too.

I copied some setting file from 9.5 folder to 10 (on new build, to copy settings) folder, but maybe this fucked everything up. Is there a way to reset all the UI settings? only UI, not Preferences nor Key Shortcuts. I read somewhere of a safe-start mode? is it ok?

 

ITs has to be your video driver i had a sim problem with nvidia updated drivers and it went away but i was intel i7
