Are you opposed to getting used parts? Or new only?

If you would ask me I'd probably go with a similar setup to this:

    9th Gen Intel:
    Board: ASUS Prime H310M-A R2.0 (75€)
    CPU: Intel Core i3-9100, 4x 3.60GHz, 4 Threads (100€)

    10th Gen Intel:
    Board: ASUS Prime H410M-A (85€)
    CPU: Intel Core i3-10100, 4x 3.60GHz, 8 Threads(130€)

    Remaining Hardware:
    SSD: PNY CS900 240GB or HP S700 250GB (35€)
CPU Cooler: Alpenföhn Brocken ECO Advanced (30€)
GPU: Intel UHD Graphics 630 (integrated into i3-10100) (0€)
    Memory: G.Skill Aegis 16GB, DDR4-3200 (55€)
PSU: be quiet! Pure Power 11 400W (50€)
    Case: Sharkoon V1000 (35€)

380€ or 420€ (Euro because I don't know any american price comparison site)

Both Boards have HDMI and DVI ports, which should work with 2 monitors
even without extra graphics unit. With an extra GPU with at least 2 HDMI ports,
    you'll always be over 400€.
The cheapest good option would be an NVidia GeForce GTX 1050 (~120€).

With an AMD CPU I would go with these components:
    Board: ASUS Prime B450M-A (74€) or the ASRock B450M Pro4-F (79€)
    CPU: AMD Ryzen 3 3100, 4x 3.60GHz, 8 Threads (110€)

Which would result in a price of 389€ or 394€.
Thats basically the same in the range of 400€ BUT the Ryzen 3 doesn't have
integrated graphics for desktop PC's (as I know) so in that case you have to get
an extra graphics card and you need that if you want to use 2 monitors.

    Edit:
Oeps, didn't read the solving message by taskforce.
Whatever, maybe it helps someone else.

in the past i have always used intel cpus in my builds, but my last build was more than five years ago. after researching the current cpus, i am dfinitely using a ryzen cpu in my next build. there is no doubt that it is a far better bang for the buck performance-wise.

Sorry for the delayed answer, the 1600AF is a 6 cores/12 threads, the 3100 is 4 cores/8 threads. The 3100's individual core is slighly faster but as quoted, the 1600AF will be better for music production with its 2 more cores. My prices were from pcpartpicker.com and European prices were about the same (perhaps 5-10% higher in some components) but it seems now i can't find the 1600AF in pcpartpicker or newegg etc. They must have sold out lol. I can see it in my country (same day delivery) for 115 euros. Btw, i found the G.Skill Ripjaws V ram, slightly better than the Aegis for just 3 dlrs more. Oh and yes the 1600AF supports DDR4 @ 3200mhz, np. In the end if you can't find the 1600AF, go for a Ryzen 5 2600, i have installed like 5 of them and they work just fine with anything you throw at them. I saw the Brazilian site Kaboom has an offer on the Ryzen 5 2600, so perhaps you can get a better deal. So the links except cpu:

    https://www.newegg.com/sapphire-radeon-rx-550-100414p4gl/p/N82E16814202287?Description=SAPPHIRE Radeon RX 550&cm_re=SAPPHIRE_Radeon_RX_550-_-14-202-287-_-Product&quicklink=true
PS: A quick search i did in some Brazilian tech sites like Kaboom showed more expensive prices. The B450 Tomahawk Max was about 170 euros when i did the calculation from br.real to euro. If you can't find it in your country at around 100-120 euros just go for the MSI B450 Pro Carbon which should be around 150 euros. Btw, i have explained in the past why for B450 mobos i only use MSI. For X570 MSI almost sucks lol but they have the best B450 mobos.
    Cheers

Bruuuh, you picked me up!!, I bought the 1600AF for a little more than 100U$D in kaboom, but every site here on Brazil was too high damn priced, I found these rams (aliexpress is the unique site that I can bought without paying taxes direct on it lol) https://pt.aliexpress.com/item/32956701480.html?spm=a2g0s.9042311.0.0.2b6eb90aW16SoS
The 16gb is costing less than 50 dollars, but theyre 2666mhz, is this a huge difference?
also I bought already the power supply and Im probabilly goin to an RX 570 (because I cant buy things more expensive than 100U$D on aliexpress (here in Brazil we got taxes on Ali products that exceed 100U$D)
also about the motherboard im looking on this one to fit 4x16gb ram https://www.kabum.com.br/produto/99...4_xmaDMo1WHGed-ZCcySovjV-joV3KNcaAr6iEALw_wcB what you think about?

Great! You did well, you won't regret it.
    Here mate:
    https://www.kabum.com.br/produto/111113/placa-m-e-msi-b450-tomahawk-max-amd-am4-atx-ddr4
I checked the link, i wouldn't trust buying anything on aliexpress even if you don't pay your country's VAT. I mean wtf GLOWY ram lol? Must be a Chinese knockoff. If i was you i'd buy something that works guaranteed. The worst thing when building a new pc is having untrusted hardware.
As for the ram speed, official max speed for the 1600AF is 2666mhz but this is an unlocked cpu so normally you put the highest the board can support with being careful not to overdo it because then you will be putting unwanted stress on the cpu. So 3200mhz is the sweet spot "oc" for DDR4 ram with a 1600AF cpu. And remember, if you can, get 2 x 16gb ram sticks.
Err.. this is an excellent GPU, much better than the one i proposed hehe, it can also game at 1080p and lightly on 1440p too. If you don't game or do video editing you 'd be better with a lower spec'd GPU and spend the money left on ram :)
    Cheers

about the GPU, well I found one 550 for 130U$D and an RX 570 for only 69U$D lol, so I'm getting it and a 1tb SSD, about the ram I'm wanting to pick 4x16gb, I really want to build a computer to use fine for the nexts 7 years haha

For around 250-300 euro you could get a decent second hand Asus/MSI/Gigabyte motherboard with x170 or x270 chipset, Intel i7-6700K, and 16GB of DDR4 RAM. It's still a top music production machine. Only surpassed by i7-7700K, 8700K, 9900K by a small margin, and of course by gen2 and especially gen3 AMD Ryzen builds, but when it comes to Ryzens, for a budget build, I would maybe recommend Ryzen 3400G because it comes with a nice VGA. That one should be a bit more powerful than now kinda old i7-6700, or even 7700, and it costs like 150 euro.
