read a test report saying the fx8150 cpu is particularly fast with unraring, but it just sits there idling at 2 percent on all cores in the task manager.
its not that i want the older pc back which used to idle at 100 percent, just want it to work harder.
i set power options to100 percent minimum.. win7-64
any suggestions`?

Check your WinRAR settings, in "General" uncheck "Low priority" and adjust the dial to 8 cores. Also the decompressor can't process things it can't read fast enough so use your fastest drive for that.
