you use iOS to download files ? if it is dynamic they can't block you that easy. Tried other browsers ?

Yes I do download with iOS,I haven't any other connection.i live in a very small city we haven't the fiber yet.Usually it works quite well though.
I also tried with Microsoft Edge but it doesn't work anymore.

So maybe my problem is just because of that...
