Why do I see this weird HPF(high pass filter) on most professional songs?

Is this something related to dithering? Can somebody please explain why this sort of cut exists on most of professional songs?!
I have seen same cut on eminem songs, skrillex songs and ... .
Somebody please explain properly what is this about?

    You mean steep *lowpass filter.
It's the limitation of 128kbps and 192kbps lossy mp3 format (cut at 16kHz). In order to throw away data to reduce weight/bandwidth everything above 16k is tossed out.

The garble above 16kHz is just FFT artifacts from the codec. Granular dirt, crap, shit...or whatever you want to call it. It's covering the whole spectrum, but since there should be silence above 16k you clearly see it (rather than hear it, for presumably a minority of people with that good hearing).
