    Aha,so if i understand ok it will only affect Russia and only to movies...not to music and software right ! I mean it want apply to the rest of europ...or dos it apply ! ?

    it's only for Russia, hmm...Europe, you know - there are some penalties for illegal downloads exists in Germany (penalties to USERS), some of my fellows got penalty for downloading movie - from 1k euro and more, especially they're hunting for torent-users
    so i can only recommend to investigate your local law about law violation
    basically, russian law are very weak against piracy and everybody use torrents, fileshares without any fears and new law directed against web-sites and host-providers but not against usual people, so nothing will be changed in practice, web-sites can use foreign host-providers (for example) to avoid the rules. People can use VPN's and HTTPS-proxy's. There are many tricks exist.
