Obviously a compressor does this job, but I have some samples where there is a section that is drastically lower in volume than the rest, and they need some fine tuning after compressing. Does a VST exist where you can essentially grab peaks and transients from an audio file and pull them up or down changing the volume of whatever peaks you choose? For my FL Studio users, sort of like New Time but strictly for volume editing.

Pretty much any DAW with clip/region gain can do this.

Kontakt can also do this with zone envelopes if u prefer using a vst. Zone envelopes are more detailed than the traditional ahdsr and are overlaid on the waveform.

 

I do prefer a VST. Thanks for the suggestion, this sounds like exactly what I need.

Use a compressor/limiter after your VST in an insert FX. Works with any DAW.
You could also EQ out the transient frequency. (hint: notch filtering)
Or, use the ADSR, specifically 'A' for "Attack", and lower the slider if your VSTi has them.
